Our company is preparing to move from a Nortel-Perphonics IVR platform to Genesys, changing from Periproducer application development to some form of VXML / JAVA development. We are trying to identify (GUI) development tools for VXML, similar to Periproducer if possible.
We have tried Nuance's VBuilder and found it very promising, however the rest of our organization relies upon WSAD (Eclipse) Websphere development in JAVA and our group, though completely unversed in JAVA, is attempting to approach if not follow that standard. Some compromise between VBuilder and WSAD, given the above limitations, is thus being sought. Please advise us of any development tools known that might serve these purposes.

There are tools available for Eclipse to assist in developing voice applications (http://www.eclipse.org/vtp/), but I don't think they are graphically-based in the way that Periproducer seems to be.
There is a list of VoiceXML development tools at http://www.voicexml.org/resources/devtools.asp. Some of these links may be dated – several of these companies appear to be moving away from standalone IDEs and going toward online development tools more closely aligned with their hosting offerings.
If you are looking for a graphical development tool, you might also have a look at the GenieBuilder tool from VoiceGenie (http://www.voicegenie.com/GenieBuilder.htm?1.6.1.0). I’m not sure how closely tied this tool is to the VoiceGenie platform, but it might be worth a look.
